I have never heard anyone within the AD talk about a NEZ expansion. On the other hand, I have heard that replacing the metal bleachers with concrete sections in each of the empty corners of the stadium has been discussed. I believe qng001 posted a photoshop at one point that showed what this would look like.
I hope that's not the plan. I assume the vast majority of Tech fans want a bowled-in stadium. After finishing the new pressbox and suites the priorities to me are:
1.) taking out the metal wings and bowling in the stadium
2.) Covering up the inner skeleton and redoing the concessions/bathrooms layout.
3.) Redoing the parking lot and adding more trees and grassy areas.

Unless something has changed in the past 6 months there is no overall plan for JAS. This expansion includes a renovation of the west side restrooms, but there is no plan for any major changes to the layout of the restrooms or renovation of the parking lot areas. I've heard things discussed, but there is no overall plan. I wish this wasn't the case, but I gave up long ago on any type of planning of this type impacting our athletic department in a positive way.

"Football Bowl Subdivision teams have to meet minimum attendance requirements (average 15,000 people in actual or paid attendance per home game), which must be met once in a rolling two-year period. NCAA FootballChampionship Subdivision teams do not need to meet minimum attendance requirements."Sep 30, 2008

Very close to what I would like to see. Here is what I believe should be the next projects in order:
1) Take off the metal wings
2) all of this at the same time - An elevated walkway in the NEZ (connecting the East and West sides) with a team shop below in the middle (access before games on the outside and during games down some steps on the inside). Close in underbelly of stadium. Remodel bathrooms and layout under stadium. The walkway could be integrated with the base of the Jumbotron.
3) Add concrete seating under the elevated walkway in the NEZ. This could be done at any time later, if it needed to wait.
That would pretty much finish up a completely upgraded stadium. The walkway would give the look of a bowled in look even before the seating was added.
Actually, all of the above would be great to do at one time and much cheaper than the last two projects.
