I am not surprised at the way this was presented, but a brief glance at the methodology raises a few (more) questions about the framing of this statistic and about the conclusions based on it.
The Fox News piece doesn't mention that the numbers drop significantly if you don't count the Earned Income Tax Credit - which you might want to frame as welfare, sure - but the nuance is that someone is working - they just aren't making much money. And by using households instead of individuals (which is certainly a reasonable approach) you blur the lines on children (who might be citizens) getting free lunch (which is included in their numbers). You can make the case for accounting this way, but it's nuance that is lost in the presentation for the most part.
I also wish they were more clear in their framing of "non-citizens." In the anti-immigration think tank's write-up they address the fact that illegal immigrants aren't eligible for these programs nor are most non-immigrants. It would be interesting to see the actual numbers because I'm really not sure about the details here in a couple of areas.
But why look for nuance when it's so much simpler to be pithy?

Okay then. They are not citizens, don't want to be citizens, but they want the free stuff they can get just because they are here which is why they want to be here. BTW, they get more free stuff in California.

No because if they were actually "fleeing persecution" they'd have stopped when they got to Mexico, not travel another 3000 miles. You know that.
These folks didn’t necessarily come through our southern border. Most asylees probably didn’t.
Just looked it up, and no surprise, I am right. It isn’t even close. Asylees through our Southern border are the tiniest fraction of all.

Well, that won’t do a damn thing about anything.
Not according to the border control folks who actually know what they are talking about.
With motion-detector machine guns and minefields too. Drones patrolling the border, with orders to attack anyone in the "kill zones," which will be clearly designated with signs, written ONLY in English, of course.
Even these measures probably won't be 100% effective, but it'll be fun to watch those video clips afterwards...when they do deliver.
