Wonder how this would play, if any, into lawsuits filed by business owners who lost businesses during this period due to shutdown orders. Especially when some businesses were allowed to remain open.. (i.e. Liquor stores, Walmart, tobacco stores etc.)

I talked to a physician this weekend (a 2016 Trump voter). He said that there are fiscal incentives to treat COVID cases, but that hospitals are subject to a rack audit which means, if they are shown to have inflated the numbers, they will owe what they erroneously charged. There is NO fiscal incentive to label a death a COVID death.

Every hospital is faced with a rack audit annually - and most all end up "owing" back monies previously paid - pneumonia and step-down beds were the two main culprits prior to this...
Yes there is risk - but they have been told/taught how to "code" and justify such cases to avoid the audit finding and charge back...
