It is really basic math. The candidate with the most votes in a state/district (in a couple exceptions) wins the electors in that state/district. As the numbers are reported anyone can see them. When the difference in votes exceeds the possible number of votes a candidate can reasonably expect to get from the remaining uncounted ballots, a winner for the state/district is known.

Then you add up the electors until someone passes 270.

We basically knew who was going to win since Wednesday night, but it took until Saturday to reach the point of certainty.

The rest is just procedural. The outcome is known.
