This is something that would be agreeable to 90%+ of the country if asked. The problem is that the "people" don't get to make that choice. The only way term limits will be instituted is that Congress would literally be putting in legislation to put themselves out of a job, and also an extremely lucrative opportunity that has existed for decades. There is a reason that people who go to DC end up having net worth over $1 million in just over a year, when their salary is only $175k and turn that into tens of millions or more within a decade.
That's why senators should be serving at the pleasure of state legislatures. They could be recalled tomorrow if they go against their state's interest or serve almost indefinitely if they serve well. And it would remove most of the incentives that generate the unseemly wealth that accrues to politicians.
Save term limits for representatives. 12 years or six terms lifetime with a ban from serving as a lobbyist for the same amount of time served in Congress plus the amount of time served in an executive regime.
