Private businesses do NOT have the right to access my medical records unless I give it to 'em. And I won't. Federal HIPAA Laws prohibit private businesses from even accessing the medical history and records of their employees, and yet, you're gonna let some bar or football stadium have access to your vaccine records?

From my experience, HIPPA only prevents healthcare providers from sharing your private info without your approval. It does nothing to prevent a private business or government owned facility from asking you to provide information to gain admittance. You can choose to meet their demands or do business elsewhere. I hope every business that requires this proof sinks like a rock, but they are allowed to do it if they want. Just like I think a business can choose not to serve someone for a multitude of other reasons if they want. Society will determine if they make it.

It gives patients more control over their health information. It sets boundaries on the use and release of health records. It establishes appropriate safeguards that health care providers and others must achieve to protect the privacy of health information.
