Yep easy fix! Remove as many obstacles from the fans participation as possible and that are safe to implement. Get people pumped, then they bring a friend, and it grows. Its sad that instead of building on what had grown into a good atmosphere for all, not just the group you were partying with, that we are having to start over for the most part.
