I was incorrect earlier in saying that it applies to the word which the article modifies. I was not thinking along the lines of another adjective being added in the sentence. However, the rule still states that you would use "Use A before words that begin with a consonant sound, and AN before words with a vowel sound." Do not confuse sounds with spellings, as I illustrated in my earlier examples "a university" and "an uncle."
